(This Notice of Race may be amended from time to time pursuant to RRS 88.2.)

The regatta will be organized by the Atlanta Yacht Club, 7120 Yacht Club Drive, Acworth, GA 30102 in conjunction with the U.S. Optimist Dinghy Association (the ìUSODAî).

Rules

The regatta will be governed by the rules as defined in The Racing Rules of Sailing. (RRS).

The class rules for the purposes of the definition of rules are the International Optimist Association Class Rules. Class Rules 4.2(b) and (c) and 4.3(c) do not apply.

RRS 61.1(a)(2) will be deleted. Boats will be required to display a red flag when protesting as will be described in the Sailing Instructions.

Eligibility and Entry

International Optimist Dinghies may enter by completing registration, paying all entry fees, and completing all measurement requirements.

The Red, Blue and White Fleet assignments will be based on the competitor's age on the first day of the regatta. Competitors must have been born on or after January 1st, 1993.

Registration; Entry Fees

Registration will be offered by mail and on-site. Competitors must have completed all parts of the registration form together with all fees.

Registration includes submission of a competitor's completed registration / medical consent form, and entry fee. Competitors planning to register on-site are requested to send an email to that effect to Peggy Davis.

Format of the Regatta

There will be a Championship fleet. There will be a Green fleet.

If there is a green fleet: The Green Fleet sailors' schedule will be the same through the Skippers meeting at which point a second, separate meeting for Green Fleet sailors will be conducted and the remainder of the schedule for that fleet will be announced.

Measurement

Competitors are allowed to use only one hull, dagger board, rudder (with tiller and extension), mast, boom, sprit and sail during the regatta. Substitution of such equipment shall occur only with the Race Committee's approval.

Sailing Instructions

Sailing Instructions will be available onsite at check-in.

Venue

The racing area will be within sight of the AYC viewing pavilion.

The Courses

The Championship fleet course will attempt to use the Optimist Trapezoid with a gate for the leeward mark - wind direction permitting. The course(s) for the Green Fleet will be announced at the Skipper's Meeting for Green Fleet sailors on Saturday morning.

Penalty System

The penalties for upheld breaches of the certain sailing instructions shall be a ten (10) point scoring penalty for the first infraction of any of them, and for subsequent infractions may be greater up to and including a DSQ at the discretion of the Protest Committee.

Scoring

The Low Point Scoring System of RRS Appendix A will apply.

One completed race shall constitute a regatta.

Personal Buoyancy, whistle, and bow line

Each competitor must wear a US Coast Guard approved personal flotation device (PFD), properly secured at all times while on the water except when temporarily adding or removing clothing. Wet suits, dry suits and inflatable PFD's do not constitute adequate personal buoyancy. Failure to wear one will result in a penalty up to and including disqualification at the discretion of the protest committee.

Each competitor must have a whistle attached to their PFD at all times while on the water.

Each boat must have a secure loop in the end of its bow line.

Safety and Adult Responsibility

An adult (Parent, guardian or designated adult) is responsible for the safety of each sailor. It is the responsibility solely of this adult to decide if the sailor should sail in the weather and sea conditions that might arise during the event. The adults supervising the competitors are ultimately responsible for the risks.

Parents not personally attending any part of the event must ensure that another adult is authorized and designated to make these decisions for their sailor, and each competitor shall indicate in writing the parent or adult representative that shall be responsible for the competitor throughout the event.

The designated adult will accept full responsibility for all actions of the competitor during any activity related to the event. This includes on-shore activities before, during, and after the regatta.

Support boats

One coach boat for every ten (10) sailors and fraction thereof from a sailing program may be registered. (For example a program with eleven sailors would be allowed to register two support boats.)

All coach / parent boats shall register with the Race Committee. Each coach / parent boat shall have a working VHF radio.

The conduct of registered support boats and all other boats including spectator boats shall be governed by the Sailing Instructions.

Prizes

Prizes will be given in the championship fleet and participation awards will be given to the Green fleet sailors.

Disclaimer of Liability

Sailing is an activity that has an inherent risk of damage and injury. Competitors in this event are participating entirely at their own risk. See RRS 4, Decision to Race. The race organizers (organizing authority, race committee, protest committee, host club, sponsors, or any other organization or official) will not be responsible for damage to any boat or other property or the injury to any competitor, including death, sustained as a result of participation in this event. By participating in this event, each competitor agrees to release the race organizers from any and all liability associated with such competitor's participation in this event to the fullest extent permitted by law.
